This aid contributes to the funding of projects for action, development
and sustainable employment, as well as assisting with the organisation of
events, the construction and renovation of sports facilities and even the
purchase of equipment.

Authentic
think tanks, permanent supporters of active citizenship, places providing space
and opportunities for exchange, the associations, representatives and partners
favoured by the Conseil Général facilitate social cohesion while creating links
between generations, partners and organisations.
The Conseil
Général association policy focuses on four key areas:
- supporting
community diversity through the allocation of aid to action projects linked to
the notion of community development with the potential to result in long-term contracts
of agreed objectives and partnerships
- providing
technical and human support
- establishing
solid partnerships with leaders of departmental community networks and working
closely with areas through community support via community development projects,
with the aim of securing long-term contracts of agreed objectives.
- providing
departmental associations offering a range of services grouped within the Maison des Sports et de la Vie Associative,
notably with the creation of a resource centre which will support the setting
up of a departmental conference on community life.
The Departmental Centre for Sports and Associations (MDSVA)
The MDSVA (Maison Départementale des Sports et de la Vie
Associative) houses
several dedicated sports associations: the Departmental Olympic and Sports
Committee (Comité Départemental Olympique et Sportif) which contributes
to the development of a sports policy with educational, cultural and social
dimensions and Emploi Loisirs Gironde (association for leisure sector
employment) which provides collectively managed jobs in the sports sector as
well as handling access to training for high professional standards and more
than 20 recognised sports committees.
The MDSVA makes it possible to take the development of the associative sector
into account more effectively, as well as its major role in social life in the Gironde. It works with the associative movement in order
to allow it to define, design and put in place a policy for the development of
sport and associative activities in the Gironde.
In addition, it is a resource centre par excellence, providing logistical and
office IT services: putting offices, meeting and conference rooms, as well as a
reprographics department, at the disposal of its users.

A territorial approach to public policies: for day-to-day support and local
advice
Ever more closely involved at the local level,
the Conseil Général has chosen to organise its youth policy throughout its
territories by means of 5 centres concerned with a range of issues including
sports, the activities of associations, as well as citizenship, education and
secondary schools.
These centres keep local actors informed about the policies and actions
undertaken by the Department and advise them with regard to projects for the
promotion and organisation of sports, and all actions concerning associative
and youth activities, thanks to the presence of Sports and Associative
Activities development consultants.
These multidisciplinary teams take complementary transversal views and their
analyses give new impetus to the territories' projects.
The assistance and advice, which they provide to the partners, local
authorities and inhabitants, as well as their coordination of the many projects
for the development of associations, make it possible to establish relations
and a common purpose for collective projects throughout the department.
Their assistance ensures that the associations meet with the necessary
intermediaries for the effective implementation of their projects, actions, and
initiatives in terms of both organisation and assessment.
